The mission of the Randolph County Sheriff's Office is to ensure fair and equal administration of the law, preserving public safety and doing so with professionalism and unity of purpose, while being good stewards of the public's trust. During my time as Sheriff, we have created and implemented many positive changes in the Sheriff’s Office. Often employees have brought ideas, initiated plans and saw them through.

  • Open door policy
  • Removed Sheriff’s name from badge, cars, signs, banners, stickers and buildings.
  • Reinstated the Criminal Interdiction Team (Highway and Urban).
  • Re-organized the Vice Narcotics Division
  • Constitutional Sheriff (Created Resolution to protect your 2nd Amendment Rights). –copy of Resolution signed by the Board of Commissioners.
  • Increased Patrol Presence and decreased response times
  • Proactive policing techniques and proactive enforcement implemented
  • Issued Body Worn Cameras to patrol
  • Audit of Fleet – added a system for accurate record keeping of vehicle maintenance and who is assigned the vehicle.This eliminated confusion when attempting to determine service records and past issues with vehicles
  • Implemented Fleet Maintenance Facility (reduced spending in first year $91,000.00).
  • Developed and implemented Standard Operating Procedures (SOP) for all Sheriff’s Divisions and Detention Center
  • Issued comprehensive policies for the Sheriff’s Office and Detention Center – Written, published and implemented a comprehensive policy and procedure as guidelines for deputies
  • Created a Peer Support Counseling Team and offer debriefings for employees who have experienced a critical/traumatic incident.
  • Added less-lethal weapons on patrol for mental illness crisis.
  • Added chemical munitions for the Detention Center
  • Implemented a Disaster Assistance Response Team (DART).
  • Expanded Canine Unit (added 9 dogs).
  • Added a Substance Abuse Counselor at the Detention Center through Daymark.
  • Added a full-body scanner at Detention Center (drug and weapon detection) through federal government grant
  • Added a Detention Center Detective for investigations of crimes committed inside the facility and charge accordingly; in turn making it safer.
  • Employee outreach to community programs.
  • Sheriff’s and Citizens Action Committee.
  • Held an Open House at Christmas and Halloween.
  • Re-opened Archdale office.
  • Implemented a Senior Well–Check Program.
  • Held community meet and greets.
  • Created volunteer program.
  • Created Criminal Apprehension Team.
  • Implemented Plan of Action for possible threats at Zoo.
  • Added Summer DARE and CARE programs for home school.
  • Added a Junior Sheriff’s Academy for Exceptional Children.
  • Started daily devotions before work available to employees and citizens.
  • Increased community involvement and citizen partnerships
  • Opened communications between other county departments
  • Initiated reviews of cold cases
  • Beginning in early 2019, tasked staff to review all contracts pertaining to the Sheriff's Office - After doing research on other medical providers for the detention center, a contract was signed with MEDIKO, Inc. This resulted in a savings of over $200,000 between September 2019 and the end of June 2020. Ended our contract with Oasis, Inc. and signed a contract with Kimble’s, Inc. By doing this, it was estimated to earn nearly 15 % more commissary revenue for our county.
  • Improved relations with surrounding agencies

  • Expanded capabilities of the ICAC Computer Lab for forensic evidence collection through grant funding.
  • Paperless Systems –At low/no cost, converted all record keeping, documenting and reporting to paperless systems, saving time, converting storage to office space and prevent costly future archiving and purge projects
  • Feb. 2021 - EstablishedBadges to Booksin partnership with the Randolph County Partnership for Children
  • Expanded Federal Task Force Officers Program – Seek additional task force officer positions with federal agencies that create more resources for the county
  • Detention Center Expansion – Expansion complete. Renovations under way to transition from a 211 to 400 plus bed facility to manage the current inmate overcrowding through proper classification
  • Moved Criminal Investigations Division to Northgate Government Complex and renovated their former Sheriff’s Office space for the new Patrol Office
  • Updated and animated CARE Program to integrate modern technology to engage the younger generation
  • Updated ventilation system in Special Operations building to mitigate air quality issues
  • Developed and implemented Standard Operating Procedures for the Detention Center
  • Implemented an electronic mail system at the Detention Center to decrease contraband in the facility
  • Expanded capabilities of the Internet Crimes Against Children (ICAC) Computer Lab for forensic evidence collection through grant funding
  • Expanded the Trinity Patrol contract by three deputies in cooperation with the City of Trinity, to reduce response times, increase preventative patrol and community policing
  • Implemented Executime digital timekeeping for Sheriff’s Office
  • Developed and implemented Professional Standards Reports to monitor and identify potential adverse behaviors/actions of deputies/officers
  • Obtained additional less lethal weapon kits for remaining Patrol Deputies through a grant
  • Collaborated with the Randolph County Schools to add four more School Resource Officers to protect our children at the county elementary schools

In 2023:

  • We filled the four School Resource Officers positions that were part of a collaboration with the Randolph County Schools in 2022.
  • Completed the grading and paving project for the Fleet Maintenance Building to mitigate ongoing flooding, drainage, and erosion issues that was approved by Commissioners at the end of 2022.
  • Created theH.E.L.P.S. program (Helping Elders Learn to Prevent Scams)
  • Launched an aggressive recruiting team and campaignto develop strategies to attract potential officers.
  • Converted from an automated call to a live call by volunteers to our well-check participants Monday – Friday.
  • Criminal Investigations Division executed Operation Child Predator which resulted in the arrest of 19 adult men who traveled to Randolph County with the intention of sexually exploiting a child.
  • Instituted a Medication Assisted Treatment (MAT) Program at the detention center to combat in-custody overdoses and address inmate addiction. Mat costs are largely reimbursed by grant funding through opioid settlement funds and grant funding from the NC Department of Public Safety.
  • Established a Professional Standards Captain position to facilitate state-mandated requirements and to help us ensure our team is providing the high level of service you demand and we expect
  • Updated the former Patrol Division office space for the Civil Division and moved them in.
  • Implemented Mobile Arrest Reports
  • Purchased uniform attire for our support service teams - DART and Honor Guard
  • Replaced aging patrol vehicles and motorcycles
  • Established a Veterans Treatment Court-November 2023. Randolph County Sheriff’s Office requested and was approved for $851,663.00 in Bureau of Justice Assistance (BJA) funds under Category 1 (Planning and Implementation) of BJA’s FY 2023 Veterans Treatment Court Discretionary Grant Program to implement a District 19B Veterans’ Treatment Court. The District Attorney’s Office collaborated with District Court Judges, the Randolph County Clerk of Court, the NC Division Community Corrections, Veterans’ Services, local defense attorneys, and mental and behavioral health providers to establish processes and procedures for theVeterans Treatment Court.
  • In December 2023, a fusion center began in Randolph County to proactively investigate child exploitation, solicitation, and trafficking in partnership with the Sheriffs of Alamance, Davidson, and Forsyth Counties, the State Bureau of Investigation and Homeland Security, The fusion center task force will provide a full-scale forensic lab, staffed with a technician, analyst, and administrative assistant to provide the administrative support and technological assistance to streamline investigations, allowing detectives to shift posture and lead proactive investigations focused on the trafficking and exploitation of children. The fusion center will be referred to asThe Invictus Project.
  • Added mobile view accessibility to the Crime Statistics Dashboards
  • Enhanced courthouse security through updated technology
  • Expanded evidence storage to accommodate growing storage needs
  • Purchased uniform attire for our support service teams—DART and Honor Guard

In 2024:

  • The Vice Narcotics Enforcement Team (VNET) was established in January 2024 to work focused traffic enforcement intended to further narcotics investigations andfocus on investigating complaints and tips submitted that are related to the sale, distribution, and use of narcotics. The team is made up of uniformed deputies who are already in the Special Operations Division.

In addition, we have been good stewards of the taxpayers' money and had a surplus of capital after each year. During my time as Sheriff, drug arrests, money seizures, and drug seizures have all increased due to the hard work of our deputies.

In an effort to reduce crime and recidivism, I continue to work with community members to open a drug rehabilitation center to help addicts. Addiction affects everyone and costs taxpayers thousands of dollars each year.

The men and women of the Randolph County Sheriff’s Office are dedicated to serving the citizens. The positive relationship we have with our citizens is a result of the ongoing commitment to transparency, community partnerships, and being present daily in each corner of our 789-square-mile county.

The relationships we share with business owners, local government leaders, and citizens, ensure that our county is the best place tolive, work, play ,and do business. Ensuring that our county is safe, desirable, and offers a great quality of life, are basis of what we do each day.

My Command Staff and I are developing strategies to address the future needs of our citizens based on the projected growth that the Toyota battery plant in the Liberty area and expansive housing development in the City of Trinity will bring to our county. We understand that economic development is imperative to grow our economy but also realize that it will be our responsibility, as your Sheriff’s Office, to protect and serve those additional citizens and businesses. We are determined to be adequately prepared to offer the same level of service and protection to our citizens in the future.

It has been an honor to serve as your Sheriff for the past five years. I sincerely appreciate the confidence the citizens have in me to continue to serve in my capacity as Sheriff.
